The first work package will document the status and history of the river basin regarding hydrology, water quality, user demands, user conflicts, political structures and policies. Due to the emphasis on public participation in the project, WP 1 will also identify all stakeholder groups as well as collect the views of the major stakeholder groups regarding the problems and the management of the basins.

ItemMonitoring and database construction
Compilation and actualisation of a project monitoring database for each basin is a major breakthrough for the Latin American river basin partners, as private and government agencies commonly have different data sources. The required level of ambition in terms of surface monitoring stations and number of substances analysed will differ between the basins.

ItemHydrological modelling, flooding, erosion, water scarcity and water abstraction.
One of the most needed improvements in Latin American river basin management is a higher level of detail in the hydrological modelling and erosion risk assessment, as a basis for identification and analysis of mitigation actions as well as for analysis of global change scenarios. The application of hydrological (rainfall-runoff) models is specifically relevant for the assessment of potential future impacts caused by global change (WP 8), and for action scenarios to be analysed in WP 9.

ItemPublic participation.
Public participation will be part of all tasks and activities but is defined as a separate work package in order to ensure development of a consistent and efficient structure for stakeholder involvement, consultation and public access to information. For some stakeholder groups in the developing countries Internet and website based communication and dissemination of information will work well, but for many of the stakeholders other types of communication systems will be required. Existing communication infrastructures should be utilised, or if lacking be created within the project, e.g. between authorities and poor stakeholder groups.

ItemSustainable Management Strategies.
A general problem in the Latin American countries, and up to recently also in the European countries, is the fragmented institutional structure related to water management. Three of the five Latin American river basins are shared between countries. Baker river (Argentina-Chile), Catamayo-Chira (Ecuador-Peru), and Cuareim/Quarai (Brazil-Uruguay). For the two first international river commissions has been formed, which is an important step towards efficient management. TWINLATIN will co-operate with these commissions (in one case as a partner) and support them in the continued development of a sustainable management strategy. In the third basin the countries have appointed organisations responsible for co-operation, which is also a good basis for the development suggested in this WP.

ItemPollution pressure and impact analysis.
Characterisation and risk assessment of water bodies within the river basins is a major task in IWRM. It is here separated into two different work packages, with analysis of pollution pressure and impact separated from the classification process and risk assessment. Characterisation is also dependent on monitoring data. For several of the selected river basins monitoring data is scarce. Input from the initial measurements (WP2) will therefore be needed in this process.

ItemClassification of water bodies.
The characterisation of water body ecological status builds on (I) the establishment of a typology of surface water bodies, (ii) the identification of type-specific reference conditions, and (iii) the determination of water body ecological status by means of a comparison of field observations and modelling results with reference values from “undisturbed” intercalibration sites showing no or very minor human impacts.

ItemChange effects and assessment of vulnerability.
The water bodies’s vulnerability to pressure can be estimated based on monitoring data and model calculations. The development of methods for the vulnerability assessment builds directly on the models and results of WP 3 and WP 5. Existing results from General Circulation Models (GCM’s) will be downscaled to synthesise meteorological time series taking into account also historical data. Based on these the effect on the hydrological regime, on water availability and water quality will be modelled, and the ecological, societal and economical consequences analysed.

ItemOptimal actions and their socio-economic impact.
The final step of IWRM and of the EU FWD process is the production of River Basin Management Plans (RBMPs). Since TWINLATIN is a research project while production of RBMP’s is a operational-oriented task, RBMP’s have not been evaluated favourably in earlier twinning proposals. RBMP’s are therefore not included in TWINLATIN. The final step will be development of tools for, and implementation of, identification of priority actions analysed in terms of physical/chemical efficiency as well as socio-economic effects.

ItemTwinning activities, training and institutional development
The objective of this WP is to build capacity and exchange experience enabling launch of integrated water resource management in the case areas. Different twinning activities are inluded such us: training courses, international workshops, on-jobb training, etc. For each river basin, experts with experience from the other river basins will be engaged directly in the research tasks. This will especially be the case if there are competence areas not covered by the ‘home’ partner.
